GOP pulls balanced spending budget amendment stunt once again

GOP senators are proposing a balanced spending budget amendment to score political points for 2012. They intend to force Congress to pass a balanced budget amendment in return for votes that would approve raising the debt ceiling, which the federal government will need to pay its bills. Economists dismiss the balanced spending budget amendment as irresponsible political theater and chances it would be ratified are nil.

Record surplus changes to record deficit by GOP



A balanced budget amendment bill is one that over a dozen senators are supporting. John Cornyn of Texas and Utah's Orrin Hatch wrote the bill together. Even though by 2001 there was a $5.6 trillion government surplus, the Congressional Budget Office estimates, due to the 1993 deficit reduction package that Clinton put together, many keep trying to get a well balanced budget amendment passed for instance in 1992, 1995 and 1997. Republicans quit pushing a well balanced budget amendment when George W. Bush took office in 2001. Too much money was spent on tax cuts and wars by Congress and the Bush administration. By the fall of 2008, the financial crisis got to its worse while the federal deficit had reached $10 trillion.

Idea of balanced spending budget being well known



Republicans have started suggesting a balanced budget amendment again. Having Congress vote on this amendment that will never pass is just political theater, suggests Cornyn even. The human Events website quoted Cornyn saying, "Voters would then know, with very stark clarity, which is for a balanced budget and who is not, and it could have a big impact on the 2012 elections." To force Congress into allowing such posturing, Republicans are resorting to blackmail. In exchange for allowing the federal debt ceiling to exceed its current $14.2 trillion cap, which a fragile global economic recovery depends on, Republicans are demanding that Congress vote on a well balanced spending budget amendment.

Possible that well balanced budget amendment will not make it because of support



Among other fantasies, the Republican well balanced budget amendment prohibits tax hikes. The last time the GOP tried the stunt, Clinton's Treasury Secretary, Robert Rubin, warned that if an amendment was in force, a recession could easily turn into something worse. The American Enterprise Institute is a conservative group. It said that the most reckless action imaginable," is the well balanced budget amendment. The Center on spending budget and Policy is very liberal. It said the amendment would take away necessary benefits for instance unemployment. Since 1788 when the United States Constitution was ratified, there was a reason there have only been 27 amendments to make it. There has to be a yes vote from at least 38 states after two thirds of both the House and U.S. Senate have voted yes.
