EBay and the Russians

EBay is one of the true international companies of the world. It has registered members in about every country capable of accessing the Internet. In many of these countries the company encounters local difficulties and has to find ways to over come them. However, there is one country that is currently making life difficult for both sellers and eBay,

The country in question is Russia and surprisingly it is not any political inputs that are creating the difficulties, The main culprit is the Russian Postal Service whose service leaves a great deal to be desired. It can take anything from a fortnight up to several months for mail to be delivered and a large number of items go missing on a regular basis.

The government owned postal service has initiated some reforms but reports from inside the country would seem to suggest that these have only made a bad situation worse. Obviously one of the big problems for the postal services is the large geographical area it has to cover. The main blame though can probably be traced back to the tight controls of the pre Glasnost days.

The situation is getting so bad that it is reported that eBay is seriously considering banning Russian residents from participating in transactions. They quote as the reason the uncertain delivery times once the item arrives in Russia. This can be anything from 2 weeks up to several months. Even with all the problems eBay is loathe to give up on Russia Russian users make purchases of $50 million a year. To this end eBay is launching a localised Russian service. So in many ways they are caught on the horns of a dilemma and it will be interesting to see which way they go.

The unreliability of the Russian Postal Service has also provided an opportunity for some of the more unscrupulous Russian buyers, Paypal will make a refund if an item does not arrive and the seller cannot produce proof that the item was actually dispatched. If after a couple of weeks the item has not arrived, and in most cases it will not have the buyer then claims a refund from Paypal. This is done in the hope that some time later not only will they have received their refund but that the item will eventually arrive,

The majority of eBay buyers in Russia are almost certainly honest and reliable people but if you are selling on eBay it is wise to be cautious before sending items to Russia
